REQUEST
Nextgen Gaming, LLC is requesting to serve beer and other malt beverages at an existing gaming lounge within the Brea Mall.
RECOMMENDATION
Staff recommends the Planning Commission approve Conditional Use Permit No. CUP 20-03, subject to the Conditions in the draft Resolution.
BACKGROUND/DISCUSSION
BACKGROUND
Playlive Nation Brea is an existing gaming lounge located on the first floor of the Brea Mall adjacent to JC Penny (see Figure 1- Vicinity Map). The business is requesting to add beer and other malt beverages to its menu options. The Zoning Code allows the sale and service of alcohol with the approval of a Conditional Use Permit. This review is to ensure the use is consistent and compatible with adjacent uses.
DISCUSSION
The gaming lounge is approximately 3,224 square feet. The business includes 25 Xbox One video game consoles, 5 Personal Computer (PC) gaming stations, and 6 tables for table-top card and board games. The business operates by renting these consoles and gaming stations to guests for a specified period of time. The lounge also can accommodate birthday parties, team events, tournaments, charitable fundraisers and social mixers. The business is open Monday through Friday from 1:00 pm to 9:00 pm, Saturday from 10:00 am to 9:00 pm and Sunday from 11:00 am to 7:00 pm.
Playlive Nation Brea presently offers snacks including chips, candy and cookies and drinks including soda, energy drinks and water. Guests can order pizza as well. The addition of beer and malt beverage sales is similar to other entertainment uses such as the movie theaters, arcades and craft businesses.
Playlive Nation Brea has detailed training and procedures for its employees with regard to the sale of alcohol and will take all required measures to ensure that all adult beverages are only consumed by those over the age of 21. Staff has not had any issues with similar entertainment uses and the request to add the sale/service of beer in conjunction with the existing commercial use is not expected to have negative impacts on surrounding businesses. The proposed conditions of approval contained in the draft Resolution require the business operations to remain in compliance with all requirements of the Alcohol Beverage Control Department.
ENVIRONMENTAL ASSESSMENT
The proposed project is exempt from the requirement of the California Environmental Quality Act (CEQA) pursuant to Section 15301 of Title 14, Chapter 3, Article 19 of the California Code of Regulations.
