Procedures for Addressing the Council
The Council encourages interested people to address this legislative body by making a brief presentation on a public hearing item when the Mayor calls the item or address other items under Matters from the Audience. State Law prohibits the City Council from responding to or acting upon matters not listed on this agenda.

If others have already expressed your position, you may simply indicate that you agree with a previous speaker. If appropriate, a spokesperson may present the views of your entire group. CONSENT CALENDAR - The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

CITY COUNCIL - CONSENT
 
17.   September 5, 2017 City Council Regular Meeting Minutes - Approve.
 
18.   Acceptance of Contract and Notice of Completion for Contract with Asplundh Construction Corp for the Birch Street Regional Traffic Signal Synchronization Improvements, Project 7709 - (1) Accept the Project as Complete and Authorize the City Clerk to Record Notice of Completion; and (2) Authorize City Clerk to Release the Payment and Performance Bond upon Notification from the Public Works Department. The Source of Funds for this Project is from a Combination of OCTA Grants and Traffic Impact Funds (Fund 540) with an 80% (OCTA) and 20% (CITY) Funding Match Ratio.  Therefore, there is no General Fund Impact.
 
19.   Improvement Agreement and Improvement Security Bonds for La Floresta Development Planning Area 2 - Approve Agreement. The Property Owner Has Paid all Required Development Fees. Maintenance Costs are Included in the Community Facilities District (CFD) Assessment Associated with this Development and the Maintenance Costs of the Public Sewer and Water Facilities are Included in the City's User Fees.  
 
20.   Establish the 2017 City of Brea Master Employee Salary Schedule to Comply with CalPERS Regulations - Adopt Resolution 2017-063, Establishing the 2017 City of Brea Master Employee Pay Schedule Confirming the Pay Rates/Ranges for all City of Brea Established Positions in Order to Comply with CalPERS Regulations and State Requirements for Public Disclosures. There are No Salary Adjustments Being Implemented as Part of this CalPERS Review Process.
 
21.   North Orange County Public Safety Task Force Operational Agreement - Approve the City’s Participation in the North Orange County Public Safety Task Force and Authorize the City Manager to Execute all Necessary Documents and Accept the Accompanying Funds.
 
22.   Acceptance of Contract and Notice of Completion for Contract with Clean Cut  Landscape, Inc. for the Brea Community Center Landscape Improvements, Project 7936 - (1) Accept the Project as Complete and Authorize the City Clerk to Record Notice of Completion; and (2) Authorize City Clerk to Release the Payment and Performance Bond Upon Notification from the Public Works Department. The Source of Funds is Coming from a Combination of Water Fund and Fixed Asset Replacement Fund. Additionally, an Estimated $25,000 Turf Removal Rebate from MWD and a Grant of $35,000 from Cal Domestic will Offset Project Costs.
