Procedures for Addressing the Council
The Council encourages interested people to address this legislative body by making a brief presentation on a public hearing item when the Mayor calls the item or address other items under Matters from the Audience. State Law prohibits the City Council from responding to or acting upon matters not listed on this agenda.

The Council encourages free expression of all points of view. To allow all persons the opportunity to speak, please keep your remarks brief. If others have already expressed your position, you may simply indicate that you agree with a previous speaker. If appropriate, a spokesperson may present the views of your entire group. 12.   An Ordinance of the City of Brea "Adopting an Expedited, Streamlined Permitting Process for Small Residential Rooftop Solar Energy Systems, and Amending Title 14 of the Brea City Code" and waive further reading - Conduct a Second Reading and Adopt Ordinance No. 1178.
 
13.   Consider Funding Sources for Brea Downtown Superblock Parking Structure - Review and Discuss Funding Options for the New Parking Structure and Provide Direction Regarding the Funding Sources To Be Used for the Project.

16.   Accept Backbone Water and Sewer Improvements in Santa Fe & Tonner Ridge Drive and Eastside Water Reservoir Pipeline Improvements for Blackstone Development, Final Map 16976, Applicant: Shea Tonner Hills, LLC -  Authorize the City Clerk to Release the Labor and Materials Bonds Six (6) Months from the Date of Acceptance, If No Claims are Made; and Accept One-Year Warranty.
