CALL TO ORDER / ROLL CALL - COUNCIL
Mayor Hupp called the Closed Session to order at 6:30 p.m., all members were present.

Mayor Hupp called the General Session to order at 7:05 p.m., all members were present.
             
3. Pledge of Allegiance
Civil Air Patrol Squadron 56 Cadet Honor Guard led the Pledge of Allegiance.
             
4. Invocation
Pastor Daniel Mendoza, Celebration Worship Center delivered the invocation.
             
5. Presentation
Mayor Hupp introduced the Angels Brea Centennial Night Video.
             
6. Community Announcements
Council Member Vargas announced that residents can register to join Brea's growing Community Emergency Response Team program. The free fall series of classes begin on Tuesday, September 12. Residents will learn basic emergency preparedness and response skills. Download the registration form at CityofBrea.Net/Cert, or call Emergency Preparedness at (714) 990-7622. He also announced the Curtis Theatre 2017/18 Season: From laugh-out-loud performances and captivating live concerts to riveting theatre and upbeat musicals, this season is sure to impress. Residents can build their own season, starting July 25th, by opting for three or more shows to enjoy up to 20% off per ticket and other perks throughout the season. Council Member Marick announced that there is still time to see a few more FREE Concerts in the Park at City Hall Park Wednesdays through August 16, 6:30-8 p.m. Residents can bring friends and family and enjoy a summer night out. She also announced that it’s almost time for BreaFest! Join the City of Brea for this community favorite on Friday, August 18 from 6:30 – 10 p.m. at the Brea Civic & Cultural Center. Experience art, music food and drink this fun outdoor festival. She introduced a brief video about BreaFest.
             
7. Matters from the Audience
Sean Thomas expressed his enjoyment with the Brea Centennial Night at the Angels vs. Nationals game that was held on Tuesday, July 18; conveyed his appreciation for the Senior Center trip to Temecula, CA; and commended staff for planning the event.

Leo Garcia, Treehouse Bar & Grill Manager, Brad Webster, Birch Hills Golf Course Manager, & Michele Godges, Brea Olinda High School Football Booster Club President, discussed upcoming fundraising events at the Birch Hills Golf Course for the Brea Olinda High School Football, Cheer, and Band programs, and invited everyone to attend the fundraisers.

ADMINISTRATIVE ITEM - This agenda category is for City Council consideration of a wide variety of topics related to the City's operations. Public comments regarding items in this section should be presented during " Matters from the Audience."
             
9. Investment Advisory Committee Annual Update
Administrative Services Director Russell, Bill Dennehy, Chandler Asset Management, and Keith Stribling & Jennifer Mesa from PARS/High Mark Capital Management, presented a PowerPoint that included: the background of the Investment Advisory Committee, Chandler Asset Management objectives and strategy, unemployment and inflation, gross domestic product, bond yields, city portfolio summary, compliance, PARS background, and PARS plan overview.

In response to Council questions, Mr. Stribling clarified that there are no limitations on the 3% cash and that it will be invested once rates have shifted and can result in a higher return in the future; and stated that the 60-40 equity to fixed income split can range from plus or minus 5-7%.

Council Member Marick and Mayor Pro Tem Parker expressed their satisfaction with the long term investment strategies of PARS/High Mark Capital Management.
 
             
CONSENT CALENDAR - The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

12. Traffic Signal Modification on Imperial Highway at Imperial Center East and Brea Union Plaza
The City Council Authorized the City Engineer to Accept and Execute Permanent Traffic Signal Easements from Brea Union Plaza I, LLC and Brea Union Plaza II, LLC ("BUP Easements"); Authorized the City Engineer to sign the Commitment Letter Concurring to Transfer the BUP Easements and Two Existing City Easements ("City Easements") to the State of California Transportation Department ("Caltrans"); and Authorized the City Engineer to Execute the Quit Claim Easement Documents for the BUP Easements and City Easements to Caltrans Upon Completion of the Signal Improvements.
             
13. Utility Cost Recovery and Reduction Services
The City Council Approved the Professional Services Agreement with Cost Control Associates, Inc. to Provide Utility Cost Recovery and Reduction Services; Authorized the City Manager to Exercise the Optional One-Year Extensions; and Authorized the City Manager to Execute Amendments for Additional Utility Cost Reduction Services at the Same Rates, If Desired.
             
14. Rental of Digital Mailing System Equipment
The City Council Authorized the Purchasing Agent to Issue Purchase Orders to MailFinance for a Total Not-to-Exceed $26,885 (Plus Applicable Taxes) Based on a Sixty (60) Month Rental of Digital Mailing System Equipment. The Fiscal Year 2017-18 Budget Has Sufficient Funding Available in the Administrative Services Department's Purchasing Division Account (110-14-1441-4253). Staff Projects There will be a Savings of $8,820 to the General Fund Over the Five (5) Year Agreement.

17. Investment Policy Guidelines for the City of Brea's Employee Benefit Fund Pension Plan
The City Council Approved the Investment Policy Guidelines for the City of Brea’s Employee Benefit Fund Pension Plan through Public Agency Retirement Services (PARS).
  Motion was made by Council Member Simonoff, seconded by Mayor Pro Tem Parker to Approve Consent Calendar Items 10-17.
