Accept donated vehicle and trailer to be used by the Police Department's Explorer Program 
RECOMMENDATION
It is recommended that the City Council accept the donated vehicle and trailer to be used by the police department’s Explorer program. 
BACKGROUND/DISCUSSION
The Brea Police Department Explorer Post consists of young men and women from the community who have an interest in learning about a career in law enforcement. Police officers assigned as Explorer Advisors serve as mentors to Explorers, provide classroom lecture, practical hands on training, and physical fitness training. Additionally, Explorers learn the value of volunteerism and contribute many valuable community service hours to the City of Brea. Currently there are over 20 Brea Police Explorers. Explorers are generally 13-18 years of age (8th grade through High School seniors). The majority do not drive. Throughout the year, Explorers require transportation to special events throughout the City of Brea and neighboring cities. Events include competitions in Orange CA and Chandler AZ, a desert camping trip outside Barstow CA, an Explorer Academy in Tustin CA, field trips to other agencies, and many other requests for mutual assistance.

Additionally, the Explorer Post serves as a pipeline for careers in law enforcement.  There are several examples of former Police Explorers who have been hired as both part-time and full-time employees with the Brea Police Department, including the position of Police Officer.

A dedicated 15 passenger van and trailer would facilitate the transport of Explorers and their equipment, as well as be used for training.  When not in use by the Explorer Post, the high capacity police van can be used by other police personnel to transport equipment or personnel as needed. The trailer will also be used for storage, freeing up space on Parking Level 2 at the Civic and Cultural Center.

Recently, Dwight Manley, a local resident and business owner, approached the police department and offered to purchase and donate a 15 passenger van, enclosed trailer and pay to outfit both with the necessary equipment to meet the Explorer Post’s needs.  The total cost of the donation is expected to be approximately $53,000.  In recognition of his support, a decal acknowledging the generous donation of Mr. Manley will be displayed on the rear of the vehicle and/or trailer.
FISCAL IMPACT/SUMMARY
The estimated total cost of approximately $53,000 to purchase the 15 passenger van, the enclosed equipment trailer and the necessary equipment to outfit both will be donated.
Ongoing maintenance and operation costs for the van and trailer are estimated to be approximately $2,000 per year. 
This estimate is based on the following assumptions:
• Mileage of approximately 2,000-3,000 mile per year
• Fuel -  $500
• Routine Maintenance/Service - $500
• Warranty Repairs and Transport - $500

No funds will be budgeted for the future replacement costs for the van and/or trailer.  When the time comes to replace the van and/or trailer alternative funding sources (grants and/or donations) will be sought.  Any funds received when the equipment is sold at auction following its useful life will be deposited into the police department’s “Explorer Post” budget.
