CALL TO ORDER/ ROLL CALL - COUNCIL
Mayor Pro Tem Parker called the meeting to order at 7:03 p.m., all members were present except for Mayor Hupp and Council Member Simonoff.

Mayor Pro Tem Parker announced that Mayor Hupp and Council Member Simonoff are in Cleveland, Ohio, representing the City of Brea at the National League of Cities, Summer Board and Leadership Meeting.

1. Pledge of Allegiance
Brea Police Explorer Post 822 led the Pledge of Allegiance.
             
2. Invocation
Pastor Daniel Mendoza, Celebration Worship Center, delivered the invocation.
             
3. Proclamation
Mayor Pro Tem Parker presented a proclamation to Julia Dres proclaiming July as Alzheimer's and Brain Awareness Month.
             
4. Community Announcements
Council Member Vargas announced that the Brea's Youth Theatre returns this summer with Stagelight Productions' performance of "Disney's the Little Mermaid" on stage weekends from July 13-30. Tickets can be purchased at CurtisTheatre.com starting July 5. He also announced that residents can celebrate Brea's Centennial Night at the Angels vs Nationals game on Tuesday, July 18. Discounted tickets can be purchased at the Brea Community Center, or at Angels.com/Brea until June 25. These special Centennial tickets include an exclusive Brea Centennial Angels baseball cap and a Mike Trout MVP bobble head. Brea has a special connection to baseball thanks to the “Big Game” played between legends Babe Ruth and hometown hero Walter Johnson in 1924. He introduced a video showing how residents can continue the baseball history at the Brea Centennial Night July 18.

Council Member Marick announced that because the first Tuesday of July falls on the July 4th holiday, the regularly scheduled Brea City Council meeting has been cancelled. Consequently, a City Council meeting is scheduled for 7:00 p.m. Tuesday, July 11 in the Brea City Council Chambers. She also announced that the summer fun in Brea is nonstop. Visit CityofBrea.net to find out all the information for events and activities. Family Films at Arovista Park are held every Friday at 8 p.m., now through July 21 at 8 p.m. The Country Fair will be held at City Hall Park on July 4, from 7 a.m.- 4 p.m. Concerts in the Park are held on Wednesdays, from July 5-August 16, 6:30-8 p.m. The Brea Fest will be held on Friday, August 18, from 6:30-10 p.m.
             
5. Matters from the Audience
Sean Thomas announced there will be a Special City Council Meeting on Thursday, June 22 where the Brea Envisions Committee will present its work to the City Council, thanked all the committee members that participated, expressed appreciation for community members who responded to his request in regards to funding for OC Human Relations, and discussed the number of hate crimes reported in the County of Orange.

Pastor Daniel Mendoza discussed the Mayor's Prayer Breakfast, thanked the community for raising funds to give families an opportunity to attend Brea's Centennial Night at the Angels vs Nationals game, and announced that Pastor Mike O'Brien has retired and thanked him for his service.

Keith Fullington expressed concern about the Tracks at Brea crosswalk on Brea Blvd. and its impact on traffic.
             
6. Response to Public Inquiries - Mayor / City Manager
None.
             
CONSENT CALENDAR - The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

Mayor Pro Tem Parker provided updates on the Tracks at Brea Project, Central and Tamarack Intersection Project, Laurel Elementary School/Lagos De Moreno Park Upgrades, and the Lambert and Kraemer Intersection Project.

Council Member Vargas asked for clarification on consent items 14 and 15.

The City Council Approved the June 6, 2017 City Council Regular Meeting Minutes.
             
8. June 9, 2017 City Council Special Meeting Minutes
The City Council Approved the June 9, 2017 City Council Special Meeting Minutes, as Amended.
             
9. April 12, 2017 Cultural Arts Commission Meeting Minutes
Received and Filed.
             
10. Plans and Specifications for Randolph Avenue Sewer Replacement Project 7621 (Phase 7 of Master Sewer Plan Upgrades)
The City Council Approved Plans and Specifications and Authorized the City Clerk to Advertise and Receive Bids.
             
11. Contract with American Integrated Services, Inc. for the Tracks at Brea Segment 4, Project 7873, in the amount of $3,496,432.75
The City Council: 1) Received bids; 2) Awarded Contract to the Lowest Responsive Bidder American Integrated Services, Inc. in the Amount of $3,496,432.75; and 3) Authorized the Public Works Director or his Designee to Issue Contract Change Orders up to a “Not to Exceed” Amount of 15% of the Contract Price.
             
12. Annual Measure M (M2) Eligibility Submittal Package for FY 2017-18
The City Council: 1) Adopted Resolution No. 2017-051 Concerning the Status and Update of the Circulation Element and Mitigation Fee Program; Adopted the Local Signal Synchronization Plan and Pavement Management Plan for the Measure M (M2) Program; and 2) Adopted Resolution No. 2017-052 Authorizing Submittal of the Measure M2 Eligibility Package to Orange County Transportation Authority (OCTA) to comply with Measure M2 Eligibility Criteria.
             
13. Contract with All American Asphalt for the Central Avenue and Tamarack Avenue Intersection Improvement, Project 7310, in the Amount of $470,823.68
The City Council Received Bids, Awarded Contract to All American Asphalt in the Amount of $470,823.68 and Authorized the Public Works Director or his Designee to Issue Contract Change Orders up to a “Not to Exceed” Amount of 15% of the Contract Price ($70,624), Totaling $541,447.68.
             
14. Agreement for Public Safety Software Support with Hexagon Safety and Infrastructure for Computer Aided Dispatch and Records Management Software (CAD/RMS) in the Amount of $118,381
The City Council Approved the Agreement with Hexagon Safety & Infrastructure for a Nine Month Period to Provide Support Services for the City's CAD/RMS System Between Now and the Implementation of the New Software Solution.
             
15. Outgoing Payment Log and June 9 & 16, 2017 City Check Registers
Received and Filed.
  Motion was made by Council Member Marick, seconded by Council Member Vargas to Approve Consent Calendar Items 7-15.

COUNCIL ANNOUNCEMENTS
Council Member Vargas announced that Brea business owner Ed Pawlack is in recovery and doing well.

Council Member Marick announced that the Brea Relay for Life will take place on Saturday, June 24, 2017 at 12:00 p.m., at the St. Angela Merici Catholic School where the community can participate to remember loved ones lost, honor survivors of all cancers, and raise money for the American Cancer Society.
