Such documents may also be available on the City’s website subject to staff’s ability to post documents before the meeting.

Procedures for Addressing the Council
The Council encourages interested people to address this legislative body by making a brief presentation on a public hearing item when the Mayor calls the item or address other items under Matters from the Audience. State Law prohibits the City Council from responding to or acting upon matters not listed on this agenda.

The Council encourages free expression of all points of view. To allow all persons the opportunity to speak, please keep your remarks brief. If others have already expressed your position, you may simply indicate that you agree with a previous speaker. If appropriate, a spokesperson may present the views of your entire group. Council rules prohibit clapping, booing or shouts of approval or disagreement from the audience. PLEASE SILENCE ALL PAGERS, CELL PHONES AND OTHER ELECTRONIC EQUIPMENT WHILE COUNCIL IS IN SESSION. CONSENT CALENDAR - The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

7.   June 6, 2017 City Council Regular Meeting Minutes - Approve.
 
8.   June 9, 2017 City Council Special Meeting Minutes - Approve.
 
9.   April 12, 2017 Cultural Arts Commission Meeting Minutes - Receive and File.
 
10.   Plans and Specifications for Randolph Avenue Sewer Replacement Project 7621 (Phase 7 of Master Sewer Plan Upgrades) - Approve Plans and Specifications and Authorize City Clerk to Advertise and Receive Bids.
 
11.   Contract with American Integrated Services, Inc. for the Tracks at Brea Segment 4, Project 7873, in the amount of $3,496,432.75 - 1) Receive bids; 2) Award Contract to the Lowest Responsive Bidder American Integrated Services, Inc. in the Amount of $3,496,432.75; and 3) Authorize the Public Works Director or his Designee to Issue Contract Change Orders up to a “Not to Exceed” Amount of 15% of the Contract Price. Funding for this project will come from the Environmental Protection Agency ($409,000), Active Transportation Program ($2,484,000), Bicycle Corridor Improvement ($229,317), Recreational Trails Program ($1,287,000), and Clean Transportation ($284,000) grants totaling $4,693,317.
 
12.   Annual Measure M (M2) Eligibility Submittal Package for FY 2017-18 - 1) Adopt Resolution No. 2017-051 Concerning the Status and Update of the Circulation Element and Mitigation Fee Program; and, Adopting the Local Signal Synchronization Plan and Pavement Management Plan for the Measure M (M2) Program; and 2) Adopt Resolution No. 2017-052 Authorizing Submittal of the Measure M2 Eligibility Package to Orange County Transportation Authority (OCTA) to comply with Measure M2 Eligibility Criteria.
 
13.   Contract with All American Asphalt for the Central Avenue and Tamarack Avenue Intersection Improvement, Project 7310, in the Amount of $470,823.68 - Receive Bids, Award Contract to All American Asphalt in the Amount of $470,823.68 and Authorize the Public Works Director or his Designee to Issue Contract Change Orders up to a “Not to Exceed” Amount of 15% of the Contract Price ($70,624), Totaling $541,447.68. Funding for this project is from Fund 220 (Gas Tax).
 
14.   Agreement for Public Safety Software Support with Hexagon Safety and Infrastructure for Computer Aided Dispatch and Records Management Software (CAD/RMS) in the Amount of $118,381 - Approve the Agreement with Hexagon Safety & Infrastructure for a Nine Month Period to Provide Support Services for the City's CAD/RMS System Between Now and the Implementation of the New Software Solution. Funding for this agreement will be charged to the information technology internal service fund.
 
15.   Outgoing Payment Log and June 9 & 16, 2017 City Check Registers - Receive and File.
