Meeting called to order at 6:04 pm.
Vice Chair McGrade absent and all other members are present.

Agenda Items / Clarify Regular Meeting Topics
City Planner Lilley informed the Commission that the Applicant for the Car Wash has asked to continue due to a personal emergency for one of their technical staff. The item will still be presented at the Public Hearing and the public will be able to speak on the Car Wash this evening since the item was agendized.

Training
City Planner Lilley presented a training on Permit Streamlining Act, Planning application timeline and a preview of the CEQA process.

Commissioner Brattain led the Pledge of Allegiance.

Adrienne Gladson invited the Commission to attend a skills and leadership workshop.
APPROVAL OF MINUTES

APPROVAL OF PLANNING COMMISSION MEETING MINUTES OF APRIL 23, 2019.
Commissioner Brattain made motion to approve. Commissioner Barnes Ramos seconded the motion.
Motion Carried 4-0-1.
PUBLIC HEARINGS
10.
CONDITIONAL USE PERMIT NO. CUP 92-12 AND PRECISE DEVELOPMENT NO. PD 19-03. - A REQUEST FOR IMPROVEMENTS TO THE CAR WASH LOCATED AT 300 S BREA BOULEVARD, CURRENTLY KNOWN AS GATEWAY AUTO SPA TO BECOME 5 N GO EXPRESS CAR WASH LOCATED IN THE C-G (PD) GENERAL COMMERCIAL (PRECISE DEVELOPMENT) ZONE.
A request by the Applicant to continue the item.
Senior Planner Tinio gave presentation.
Chair Schlotterbeck asked if the structure extends over the ADA parking.
Opened the Public Hearing.
John Koos, the agent for the applicant, thanked staff for their hard work. He also requested the item be continued to a date certain.
Craig Brandt, property owner in Brea, expressed concern related to the location of the secondary entrance and the average number of cars for the use compared to current business.
Closed the Public Hearing.
Commissioner Brattain made motion to continue the item to a date certain. Commissioner Phu seconded the motion.
Motion carried 4-0-1.

CONDITIONAL USE PERMIT NO. CUP 19-02 – A REQUEST TO ALLOW THE ON-SITE SALES OF BEER AND WINE AT GREENS N THINGS RESTAURANT LOCATED AT 975 EAST BIRCH STREET, SUITE A IN THE MIXED USE I ZONE, MU-I.
Assistant Planner Martin Mares presented the item.
Opened the Public Hearing.
Albert Rincon, the owner, introduced himself and thanked staff.
Heidi Gallegos, CEO of Brea Chamber of Commerce, supports the request.
Closed the Public Hearing.
Following a brief discussion, Commissioner Barnes-Ramos made motion to approve the item. Commissioner Brattain seconded the motion.
Motion carried 4-0-1.
