Mayor Hupp called the Closed Session to order at 5:30 p.m., all members were present except for Council Member Vargas.

Mayor Hupp called the Study Session to order at 6:00 p.m., all members were present.
             
4. Public Comment
Regarding the Superblock I Parking Structure, Dwight Manley discussed the history of the elevator design, expressed support for glass elevators, mentioned that glass elevators reduce the risk of security issues and stated that glass elevators create a perception of more safety and security.

6. Superblock I Parking Structure Elevators
City Engineer Kooyman presented a PowerPoint that included the elevator history, plans, proposals, safety, glass design, and a summary.

In response to Council questions, City Engineer Kooyman and Public Works Director Olmos clarified that the drawings and specifications in the Request for Proposal (RFP) indicated that elevators will not have glass and discussed incorporating a structural review to get a cost comparison for adding glass elevators.

In response to Council Member Vargas' question, Police Chief Conklin stated that he believed that glass elevators are safer and clarified that no crimes were reported in the existing non-glass elevators in the downtown Brea area.

City Engineer Kooyman clarified that he will seek a structural review to find the cost of converting the current elevator design to glass and he will report the information to Council as soon as possible.
             
7. Fixed Asset Replacement Fund (FARP) & Americans with Disabilities Act (ADA) Transition Plan Update
Public Works Director Olmos presented a PowerPoint that included the following: background, facility condition assessment (FCA), scope of work, facility names, FCA methodology, FCA ranking & classification, FCA final report & database, FCA cost & schedule, ADA transition plan, ADATP scope, ADATP self evaluations assessment, ADATP building evaluation, public right-of-way evaluation, ADA software solution, ADATP cost & schedule, summary, next steps and recommendations.

In response to Council questions, Public Works Director Olmos stated that he is working with the Administrative Services Department on the City's current funding and reserves, briefly discussed a software called "AssetCalc," clarified that the database will include all of the parks, asked for direction on the ADA Transition Plan, and stated that utilizing EMG for both projects is the most cost effective.

Public Works Director Olmos clarified that staff will bring the item back with adjustments for approval.

Mayor Hupp called the General Session to order at 7:09 p.m, all members were present.

Brea Boy Scout Troop 801 led the Pledge of Allegiance.
             
10. Invocation
Pastor Daniel Mendoza, Celebration Worship Center, delivered the invocation.
             
11. Proclamation
Mayor Hupp proclaimed May 2017 as National Building Safety Month in the City of Brea and presented a proclamation to Deputy Community Development Director Gabriel Linares and Susan Dowty from the International Code Council.
             
12. Proclamation
Mayor Hupp presented a proclamation to Phil Painchaud proclaiming him as an honorary Council Member of the City of Brea and, to commemorate his distinction, the City placed a nameplate on his favorite seat.
             
13. Presentation
Mayor Hupp introduced a History of Brea video titled "2002: An Anniversary Year."

City Manager Gallardo provided the prior Study Session report.
             
15. Community Announcements
Council Member Marick announced that the Brea Envisions Nuts & Bolts Community Workshop will be on Wednesday, May 24 from 6-8 p.m. This is another opportunity to help strategize policies for Brea’s future. The workshop will be held at the Brea Civic & Cultural Center in Community Rooms A&B. She also announced that "The Alley Cats" will perform May 13 and 14 at the Curtis Theatre. Revisit the greatest hits of the 50s and 60s. Tickets sell out quickly. Buy yours now at CurtisTheatre.com.

Council Member Simonoff announced that Brea Community Services offers a variety of summer programs for Brea’s youth. Registration opens on May 15 at the Brea Community Center. Bookmark CityofBrea.net and check back often for more information. He also announced that the Centennial Parade steps off at 9 a.m., Saturday, May 20 along Birch Street. More than 90 units, including some former Major League Brea baseball stars, are lined up to proceed east from Associated to the Sports Park. The Community celebration continues with the Centennial Picnic at the Brea Sports Park from 11:00 a.m. to 3:00 p.m. Food, entertainment, games, and community. Lastly, he announced that we are teaming up with the Angels to celebrate Brea Centennial Night at Angel stadium on July 18 to watch the Angels vs. the Nationals. Discounted tickets are now on sale at the Brea Community Center. Fans purchasing Brea tickets will get an Angels ball cap with the Centennial logo. Plus, the Angels are giving away a Mike Trout MVP bobblehead. Buy your tickets to catch this unique Brea Centennial event.

Mayor Hupp announced that more than 500 volunteers loved Brea this past Saturday, April 29. Thanks to volunteers and sponsors, our second annual "Love Brea" serve day completed 24 projects across the city and made a difference in the community. Check out LoveBrea.com to see what it’s all about and be inspired for next year. Mayor Hupp introduced a video highlighting "Love Brea 2017."
             
16. Matters from the Audience
Sean Thomas announced that the Brea Envisions Workshop will be on May 24 in Community Rooms A and B and invited the public to provide their input. He also discussed the "Love Brea" event that was held on Saturday, April 29.

Dwight Manley conveyed his appreciation for the "Love Brea" event and noted that he looks forward to volunteering at the event in the future. He expressed concerns about the following: glass elevators not being listed as an option in the Superblock I Parking Structure proposal, the Hines Development project being built to the sidewalk, and the crosswalks on Brea Blvd. heading east during rush hour.

Keith Fullington expressed appreciation for Phil Painchaud, discussed concerns regarding the addition of a lane on Central Avenue, stated that Mixed Use 1 is not appropriate for the Hines development, and believed that the City should address the concerns of the residents who attended the Planning Commission hearings.

Rex Gaede presented Phil Painchaud with a gift in recognition for his involvement with the City of Brea.

Fire Division Chief Ben Garrett announced that the City of Brea's Fire Department and Public Works' Open House will be on May 13 from 10:00 a.m. to 2:00 p.m. at Fire Station 1 and the Public Works Yard at 545 N. Berry St., Brea, CA and invited the public to participate.

Public Works Director Olmos responded to public inquiries.

18. Drought & Conservation Update
Environmental Services Coordinator Ingallinera presented a PowerPoint that included the following topics: state conditions; reservoir conditions; aerial views of Lake Oroville; areal view of the marina at Lake Oroville; Brea water supplies; main San Gabriel groundwater basin in Los Angeles County, CA; state water board emergency lifts on regulations but maintaining conservation regulations; City of Brea regulations; water conservation ordinance; current action and next steps. 

In response to Council questions, staff clarified that car wash fundraisers are allowed under Phase 1 Water Conservation regulations with use of a positive shut off nozzle and discussed water conservation rates.
             
CONSENT CALENDAR - The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

21. Sewer Lift Station for La Floresta Development
The City Council Adopted Resolution 2017-029 to Accept Irrevocable Offers to Dedicate Lot QQ of Tract 17150 for Sewer Lift Station, Accepted Sewer Lift Station Improvements, and Approved Access Easement Agreement for Sewer Lift Station.

In response to Council Member Vargas' questions, Public Works Director Olmos discussed ongoing maintenance of the sewer lift station and noted that staff will work to ensure that in the future residents are properly compensated for Southern California Edison easements.
             
22. Central Avenue And Tamarack Avenue Intersection Improvement, Project 7310
The City Council Approved Plans and Specifications and Authorized City Clerk to Advertise and Receive Bids.
             
23. Commercial Roofing Systems, Inc. for Civic & Cultural Center Roof Replacement, Phase 2, Project 7928 in the Amount of $116,278.00 
The City Council Adopted Resolution 2017-030 to Appropriate an Additional $85,000 from the Fixed Asset Replacement Fund, FARP (Fund 182), for Project Construction and Project Administration and 2) Receive Bids, Proceed with the Award of an Informal Contract to Commercial Roofing Systems, Inc. in the Amount of $116,278.00, and Authorized Public Works Director or his Designee to Issue Contract Changes Up to a “Not to Exceed” Amount of 15% of the Contract.
