Procedures for Addressing the Council
The Council encourages interested people to address this legislative body by making a brief presentation on a public hearing item when the Mayor calls the item or address other items under Matters from the Audience. State Law prohibits the City Council from responding to or acting upon matters not listed on this agenda.

This meeting is being conducted consistent with Governor Newsom’s Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic. Public Comments can be submitted in writing to the City Clerk at cityclerksgroup@cityofbrea.net and will be summarized at the meeting by the City Clerk. Please submit your written comments by Tuesday, April 7, 2020, at noon. If you wish to attend the City Council meeting in person, Community Rooms A and B located on the 2nd Floor of the Brea Civic and Cultural Center at 1 Civic Center Circle, Brea, California 92821, will be open for the public to offer public comment. The City of Brea will comply with the CDC’s recommendation to limit gatherings to no more than 10 people. Council Members will attend the meeting in-person and via electronic communication.

6.   Response to Public Inquiries - Mayor / City Manager
 
PUBLIC HEARINGS - This portion of the meeting is for matters that legally require an opportunity for public input.  Audience participation is encouraged and is limited to 5 minutes per speaker.
 
7.   Modification to Development Agreement No. DA 88-2 – A request to modify the maximum limitation (33%) of the allowable square footage of administrative and professional office uses for The Embassy Retail Court.  Open the public hearing; receive any public testimony; close the hearing; and Introduce Ordinance No. 1213 for first reading, by title only, and waive further reading of the Ordinance.
 
8.   Appeal of Planning Commission’s Decision of Certificate of Compatibility No. CC 19-02 for property located at 407 South Maple Avenue - Item will be continued to a date uncertain.  Noticing will be sent with new date and time. 
 
CONSENT CALENDAR - The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

12.   Synrgo Project and Associated California Public Finance Authority Bond Financing - Authorize the City Manager to deliver a letter to the California Public Finance Authority (CalPFA) confirming public benefit findings in connection with a proposal by Synrgo Inc. (Synrgo) to acquire two M2 General Industrial properties, make interior improvements to existing buildings on the properties, and add new equipment.  CalPFA is proposing to issue bonds for the project.
 
13.   The Road Repair and Accountability Act of 2017, Local Streets and Roads Funding For Fiscal Year 2020-21 - Adopt Resolution No. 2020-020, adopting a List of Projects Funded by SB1: The Road Repair and Accountability Act.
 
14.   Professional Services Agreement with Structure Six Engineers for the design of Fire Station No.1 Seismic Retrofit Project (CIP 7923) - Approve Professional Services Agreement (PSA) with Structure Six Engineers in the amount of $84,990 plus 10% contingency for the Design of Fire Station No. 1 Seismic Retrofit Project (CIP 7923). Funding for the Project will be from the FARP Fund (Fund 182) and was approved for FY 2018-19 within the CIP.
