CALL TO ORDER / ROLL CALL
Chair Schlotterbeck called the meeting to order at 6 pm and all members are present.

Appointment: Arts in Public Places Representative
The Planning Commission moved to appoint Commissioner Brattain to serve as the Planning Commission's designated representative to the Arts in Public Places Committee, with Commissioner Barnes-Ramos as the alternate.

Agenda Items / Clarify Regular Meeting Topics
City Planner clarified the review process for the CIP.

Administrative Item: Hines Architecture/Design/Materials
Commissioner Barnes-Ramos recused herself from the discussion.
Senior Planner
Tinio gave a presentation of final architecture, design and materials for the Brea Place condition of approval compliance related to architecture, design,finishes and the corner feature on Birch and State College. After a discussion, the Commission directed staff to work with the Applicant and come back to Study Session with changes listed to address corner massing, quality materials, finishes and the building corner element on the corner of Birch and State College.
Impact of the corner element:
Too heavy
Step back building
Address massing
Corner feature
Create iconic element
Quality design
Variety in materials
Pedestrian Experience:
Corner too cramped
Push back and open up corner
Design/Architecture:
Soften the building, especially at the corner
Landscaping to improve the pedestrian experience
Stucco to be a smooth finish on all public/exterior walls

Elder Allred gave an invocation.

Commissioner Barnes Ramos led the Pledge of Allegiance.

APPROVAL OF MINUTES

Approval of Planning Commission Meeting Minutes of February 26, 2019.
Motion was made by Vice Chair McGrade and seconded by Commissioner Brattain to approve the Minutes as presented.
Motion carried 5-0.
NEW BUSINESS
12.
Fiscal Year 2019/20 Capital Improvement Program finding of the conformance with the General Plan.
City Planner Lilley noted an omission of project
7431
Northwood Avenue Water Main Replacement Class 2 (c)
in the original staff report that has since been added.
City Engineer Michael Ho gave the presentation.
After a brief discussion Commissioner Brattain moved to approve the item. Commissioner Phu seconded the motion.
Motion carried 5-0
