Mayor Hupp called the Closed Session to order at 5:45 p.m., all members were present except for Council Member Simonoff.

Mayor Hupp called the Study Session to order at 6:45 p.m., all members were present except for Council Member Simonoff.
             
5. Public Comment
None.
             
6. Clarify Regular Meeting Topics
In response to Mayor Hupp's question for clarification on page 16 of the Comprehensive Annual Financial Report (CAFR) which listed the city yard and sports park fuel tank as a capital asset, staff clarified that there is no fuel tank at the Sports Park and noted that they will update the CAFR.

In response to Council Member Vargas' question, staff clarified that there is no relation between Pelletier Associates listed on the warrant register and Pellissier Co-Tenancy.
             
REPORTS
             
7. Council Member Report
Council Member Marick reported that at the OC Library Advisory Board's Finance Committee meeting they discussed: renovating the Brea Library; renovating Tustin Library's aging infrastructure and addressing challenges that the libraries are facing with homelessness and mental health OC libraries are facing.

Administrative Services Director Cindy Russell introduced new Procurement and Contracts Administrator Neil Groom.

Council Member Vargas directed staff to clarify the amount spent on tenant improvements to existing properties for the Hines project. He stated that the amount presented at the Planning Commission meeting was $30 million and building permit records reflect $5 million.

Mayor Hupp adjourned the Study Session at 6:49 p.m.

Brea Girl Scout Troop 3598 led the Pledge of Allegiance.
             
9. Invocation
High Priest 2nd Assistat Ron Wise, The Church of Jesus Christ of Latter-Day Saints, delivered the invocation.
             
10. Proclamation
Mayor Hupp proclaimed April 27, 2017 as Arbor Day in the City of Brea and presented a proclamation to the Park Supervisor Chris Beckman.
             
11. Centennial Committee Update
Mayor Hupp provided the Centennial Committee Update.
             
12. Brea Envisions Committee Update
Mary Martinez and Sean Thomas provided the Brea Envisions Committee Update.
             
13. Report - Prior Study Session
City Manager Gallardo provided the Prior Study Session report.
             
14. Community Announcements
Council Member Vargas announced that Love Brea is asking for volunteer sign-ups for April 29. This is your chance to really make a difference for Brea’s second annual serve day. Please register today at LoveBrea.org, or call 714 990-7152. We guarantee this effort is well worth your time. The day starts with a rally at the Civic Center at 8:00 a.m. and ends with a complimentary thank you lunch hosted by the Village at La Floresta, Whole Foods, Mendocino Farms and Jimmy’s Famous American Tavern. Love Brea is sponsored by a group of Brea businesses and organizations. We are very grateful for their support. He also announced that The Brea Korea Sister City Association presents "Sister City Cultural Night," Saturday, April 22. Sean Thomas discussed and expressed concern regarding an Orange County Human Relations Commission item on the Board of Supervisors April 25th meeting agenda.

CONSENT CALENDAR - The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

The City Council Approved the Purchase of and Authorized Inspection Services for Laurel Elementary Magnet School/Lagos de Moreno Park Upgrades.
             
19. Application for Beverage Container Recycling Grant Funds to Promote Beverage Container Recycling and Litter Cleanup Activities
The City Council Adopted Resolution No. 2017-021 Authorizing Submittal of Application for CalRecycle Beverage Container Grants(s) for Which the City of Brea is Eligible.
             
20. Annual Engineer's Report for Maintenance Districts #1, 2, 3, 4, 5, 6, and 7
The City Council Approved and Received the Annual Engineer's Report for Landscape and Lighting Maintenance Districts #1, 2, 3, 4, 5, 6, and 7 and Adopted Resolution Nos. 2017-022 through 2017-028 to Set a Public Hearing for each District on May 16, 2017, at 7:00 p.m.
             
21. Plans and Specifications for Landscape Improvements at the Brea Community Center on Madison Ave., Project 7936
The City Council Approved Plans and Specifications and Authorized City Clerk to Advertise and Receive Bids.
             
22. Contract to All American Asphalt for Kraemer Boulevard and Lambert Road (Phase 3) Pavement Rehabilitation, Project 7318 in the Amount of $2,011,118
The City Council Received Bids, Awarded Contract to All American Asphalt in the Amount of $2,011,118, and Authorized the Public Works Director or his Designee to Issue Contract Change Orders up to a “Not to Exceed” Amount of 10% of the Contract Price.
             
23. Plans and Specifications for Laurel Elementary Magnet School/Lagos de Moreno Park Upgrades, Project 7929
The City Council Approved Plans and Specifications and Authorized City Clerk to Advertise and Receive Bids.
             
24. Comprehensive Annual Financial Report (CAFR) for the City of Brea for Fiscal Year Ended June 30, 2016
The City Council Received and Filed the City's CAFR, Which Includes the Independent Auditor's Unmodified Opinion (Clean Audit).
             
25. Pursuit Light Bars and Sirens for Seventeen Police Vehicles
The City Council Accepted Bids and Authorized the Purchase from the Responsive Low Bidder, HI Standard Automotive, LLC in the amount of $44,589.95.
