Extrication Tools for Fire Department
RECOMMENDATION
The Fire Department recommends the purchase of one (1) full complement of auto extrication equipment to replace the current complement purchased 16 years ago, as supported by the approved decision package at the beginning of this fiscal year. 
BACKGROUND/DISCUSSION
Auto extrication equipment is deployed on the department’s Truck Company for heavy rescue purposes. The tools are large hydraulically or electrically powered devices capable of spreading, cutting or pushing objects that have trapped victims who are in need of rescue. Although these specialty tools are multi-mission capable, the most common use is the removal of victims trapped in vehicles after an auto accident. Calls requiring their use are numerous and often. The City of Brea not only contends with the heavy traffic through its canyon geography, but also experiences exponential traffic flow up and down the 57 freeway on a daily basis. These vulnerabilities are considered target hazards for the Fire Department and are taken very seriously. Much of our heavy rescue responses occur in these areas.

The auto extrication equipment currently in use was last purchased in 2003. Albeit durable and reliable, this equipment has seen significant use and is in a state of disrepair. In addition to emergency responses, these tools are used for regular training, as well. The return on investment from the 2003 purchase has not only been realized several times over, but through exceptional care by Fire Department personnel, these tools have saved the City money for many years now. Additionally, over such a large time span, technology has increased significantly since the last purchase. Modern day tools are lighter, reducing injury risk, portable due to battery technology and far better performing due to new vehicle construction demands. The Fire Department's current tools are not capable of extricating victims in some of today’s newest vehicles.

By purchasing a new full complement of auto extrication tools, the Brea Fire Department will be in full compliance of NFPA 1936, reducing liability to the City and the department. The department will also be able to salvage the old equipment for strictly training purposes only, extending the life of the new equipment by saving their use for emergency responses only.
SUMMARY/FISCAL IMPACT
$50,000 is allocated from the 172 public safety fund with no impact to the General Fund.
