CALL TO ORDER / ROLL CALL

Chair McGrade called Study Session to order at 6:30 p.m.

Roll Call: James McGrade, Art Willis, Pat Fox, Melanie Schlotterbeck, Jim Grosse. All members present.

City Planner Lilley introduced Gabriel Linares the City Building Official to answer questions about overnight parking and the permit process.

City Planner introduced Steven Kooyman, the City Engineer, who answered questions regarding Central and Tamarack.
             
3. Informational / Project Updates

Senior Planner Tinio invited the Planning Commissioners to the Brea Envisions Nuts and Bolts Workshop on March 8 from 6-8 pm.

Chair McGrade adjourned the Study Session at 6:59 pm.

Chair McGrade called the meeting to order at 7:09 pm

7. COMMENDATION: Mr. George Ullrich

Chair McGrade presented Mr. George Ullrich with a Commendation for his years of service as a Planning Commissioner.

Commissioner Schlotterbeck addressed the audience to make an announcement to increase public awareness regarding a disease called Spinal Muscular Atrophy.
             
8. APPROVAL OF MINUTES
Motion made to approve minutes from January 24, 2017 by Schlotterbeck, seconded by Vice Chair Willis. Commissioner Fox clarified that it was Commissioner Willis who made a comment about Tamarack & Central. Changes will be made for the record.

10. CONSIDERATION OF ADDENDUM NO. 16-01 TO GENERAL PLAN EIR, TENTATIVE PARCEL MAP NO. 2016-178, PRECISE DEVELOPMENT NO. 16-04, CONDITIONAL USE PERMIT NOS. 16-10 AND 16-11 FOR A PROPOSED MIXED USE, IN-FILL DEVELOPMENT INCLUDING 747 RESIDENTIAL APARTMENTS, 16,900 SQUARE FEET OF COMMERCIAL TENANT SPACE AND A 150-ROOM HOTEL LOCATED ON AN APPROXIMATELY THIRTY- ACRE SITE AT THE NORTHWEST AND NORTHEAST CORNERS OF STATE COLLEGE BOULEVARD AND BIRCH STREET.

Community Development Director David Crabtree provided the history of the site. Associate Planner Star Haro presented an overview of the proposed development plans. City Planner Lilley clarified the entitlements requested and provided staff's recommendation to the Planning Commission.  Assistant City Attorney Steven Flower gave an overview of the CEQA process and the addendum prepared for the project.  Public Hearing opened by Chair McGrade.

Speaker 1: Ken Salazar, Concerned about the EIR process,the environmental impacts and cumulative traffic impacts.
Speaker 2: Juan Natera, Has concerns about the General Plan, the EIR and the CEQA process.
Speaker 3: Ryan Garcia,  Has concerns about sufficient parking and traffic improvements making congestion worse.
Speaker 4: Heidi Gallegos, Executive Director of the Chamber of Commerce, shared support of the project by Board of Directors of the Chamber.
Speaker 5: Sharon Beauman, Concerned about General Plan and the EIR process and would like to see additional noticing for residents outside the neighborhood.
Speaker 6: Barry Friedman, Concerned over shadow created on Olive neighboring properties, privacy for neighbors and impacts related to simultaneous project with the 57 freeway improvements.
Speaker 7: David Schultz  Concerns with school overcrowding, overdevelopment and water use
Speaker 8: Robert Hutchinson, Wants clarification on traffic, the new lights and parking.
Speaker 9: Jason Kraft, Concerned about not using the right peak hour, conditions of approval to address the intersection of Lambert and State College, the methodology for measuring traffic impacts. traffic around schools and trip times
Speaker 10: Jacquelyn Guss  Concerned about increased density, height and style of design
Speaker 11: Chris Reyes, Concerned about the height of parking structure, kids hanging out in the parking structure and an increase in services like police and fire.
Speaker 12: James Harnish 304 Woodland Ave, Concerned about devaluing homes, too much traffic on State College, no playgrounds nearby and lights on the property that have been installed are too tall.
Speaker 13: Keith Fullington, Traffic concerns and concerns about the process.
Speaker 14: John Paul Wilson, Concerns about traffic and school crowding
Speaker 15: Eric Padilla, Supports project and walking lifestyle, more housing could alleviate traffic.
Speaker 16: Bill Murray, Supports the project.
Speaker 17: Rosemary Kleiser, concerned about impact on traffic, city services and noise. Feels that people don't walk and the architecture is terrible.
Speaker 18: Zim Walker, Concerns with addendum to EIR and holiday parking, the process, not following the public process, not following CEQA and too much traffic.
Speaker 19: Arthur Rubin Concerns with traffic, the EIR process, the adequacy of the traffic model and asked the Commission to consider a new EIR and the cumulative impacts of other projects like La Floresta.
Speaker 20:  Brian Ball Traffic concerns and school crowding
Speaker 21: Alicia Bracksma  There seems to be inconsistencies and different information, RHNA numbers have been met, why can't the project be 40 dwelling units to the acre, asked when the General Plan would be updated, no more than 2 story housing, and why an EIR Addendum.
Speaker 22: Maaka Nua Concerned about legalities, emergency servicers, how many bedrooms proposed, the validity of the General Plan, the Commission's ability to ask for a new EIR, school crowding and traffic.
Speaker 23: Daniece Cicchelli  Traffic concerns and that people don't walk.
Speaker 24: Bill Madden,  Concerned with increased pedestrian traffic on State College not being addressed and a CO2 hot spot.
Speaker 25: Bhavesh Parikh, Thanked the Commission and Public for being here. 
Speaker 26: Blake Chalson , Concerned with the public process, wants a new EIR and a development that works for Hines and the community. Stated trucks were not allowed on the 57 Freeway in 2003 and is that change addressed in the study.
Speaker 27: Bill Hall, Not for or against. School projections include 98 elementary students, 29 Junior High and 61 High School students attributed to the development. Fanning/Laurel/Brea Junior High and the High School call all accommodate these students.

Chair McGrade closed public hearing at 9:44 pm.

Commissioner Fox made a motion to continue item to the next regularly scheduled meeting on March 28, 2017, seconded by Commissioner Schlotterbeck. Commission voted.

Motion passed.

City Planner Lilley reminded the public of the upcoming Brea Envisions Workshop on March 8 from 6-8 pm.

At 9:50 Chair McGrade asked for a motion to adjourn the meeting, Commissioner Grosse made motion seconded by Commissioner Fox.
