Accept Public Utilities, Sanitary Sewer, Water, Storm Drain and Emergency Vehicle Ingress and Egress Easement Over Lot Q of LL 2016-01 and Public Water Easements for Meter Purpose for La Floresta Planning Area 2
RECOMMENDATION
Accept easements and authorize City Clerk to execute and record the easements.
BACKGROUND/DISCUSSION
Tentative Tract Map 16934 (also known as La Floresta Development) was conditionally approved by Planning Commission Resolution No. PC 2010-57 on September 23, 2008.  The La Floresta Development is located at the northeast corner of Imperial Highway and Valencia Avenue.  The Planning Area 2 of the La Floresta Development was administratively approved for age-qualified single family residential condominium development consisting of 90 units on July 21, 2016.  Refer to Exhibit “A” attached for the location of Planning Area 2.  As a part of the La Floresta Planning Area 2 approval, a lot line adjustment was required to realign the Buena Vida Drive (private street) and reconfigure the lots to accommodate the proposed site plan. 

On July 19, 2016, City Council adopted Resolution 2016-056 to reject the irrevocable offer to dedicate the easement for public utilities, sanitary sewer, water, storm drain and emergency vehicle ingress and egress purposes over the portion of Buena Vida Drive to be realigned. Subsequently, a lot line adjustment (LL 2016-01) was approved and recorded on July 29, 2016 to complete the lot reconfiguration and new alignment of Buena Vida Drive.

As a part of the Buena Vida Drive street realignment, all of the underground utilities are required to be realigned as well.  Therefore, the developer is conditioned to dedicate an easement over the new alignment of the street (Lot Q of LL 2016-01) for public utilities, sanitary sewer, water, storm drain and emergency vehicle ingress and egress purposes.  Furthermore, there are four (4) 6-inch water lines with meters constructed to provide private water systems for this planning area.  The water vaults for the water meters are constructed within the private property, which require the public water easements.  These public water easement areas are within the private property adjacent to Buena Vida Drive and La Entrada Drive.  Refer to Exhibit "B" for the locations of these easements.



 
FISCAL IMPACT/SUMMARY
There are maintenance costs associated with operating and maintaining the sanitation sewer, water and storm drain lines. The maintenance costs of the public sewer and water facilities are included in the City's user fees and the storm drain maintenance costs are included in the general maintenance fund. Therefore, there will be minimal General Fund impact from these improvements.  Hence, staff is recommending the City Council to consider accepting the public easements for La Floresta Planning Area 2.
