The Council encourages interested people to address this legislative body by making a brief presentation on a public hearing item when the Mayor calls the item or address other items under Matters from the Audience. State Law prohibits the City Council from responding to or acting upon matters not listed on this agenda.

17.   November 19, 2019 City Council Regular Meeting Minutes - Approve
 
18.   Authorization to Purchase Common Stock Shares in California Domestic Water Company - Approve the Common Stock Purchase Agreement to purchase ninety (90) shares of California Domestic Water Company (CDWC) Common Stock for $15,250 per share for a total of $1,372,500 increasing the City's rights to access water.  The Water Enterprise Fund has sufficient capital reserves to fund the purchase price. 
 
19.   Wildcatters Dog Park Surfacing Improvements, Project 7950 - Approve the Plans and Specifications; Receive Bids; Award bid to the second lowest, first responsible bidder, Three Peaks Corp in the amount of $488,535.00; and Authorize the Director of Public Works or his designee to issue Change Orders up to a “not-to-exceed” amount of 10% of the Contract Price. Funding is available in the CIP budget, Fund 250. 
 
20.   Orange County Transportation Authority Annual Measure M2 Expenditure Report - Adopt Resolution No. 2019-069 concerning the M2 Expenditure Report for the City of Brea.  There is no fiscal impact to the General Fund. 
 
21.   Cooperative Agreement between City of Brea and Orange County Transportation Authority for the State Route (SR) 57/Lambert Road Interchange Improvements (CIP 7251) - Approve Cooperative Agreement C-9-1616; and Authorize the City Manager to execute the Cooperative Agreement and all subsequent Amendments. Funding from City Traffic Impact Fees for the Project Have Been Appropriated and No Further Appropriations are Required From This Action.  There is No Fiscal Impact to the General Fund.
 
22.   Project Specific Maintenance Agreement for Transparent Sound Wall between City and State; and Transparent Sound Wall Maintenance Agreement between City and Olen Pointe Brea Corp. for the SR-57& Lambert Road Interchange Improvements, CIP 7251 - Approve Project Specific Maintenance Agreement for Transparent Sound Wall  between State and City; and approve Transparent Sound Wall Maintenance Agreement (SR-57/Lambert Road Interchange Project) between City and Olen Pointe Brea Corp.  Funding for this project will be from the TCEP/STIP funds and OCTA M2 Grant Funds. 
 
23.   Application Submittal to the Orange County Transportation Authority for Competitive M2 Regional Funding under the Traffic Signal Synchronization Program - Adopt Resolution No. 2019-070 approving the submittal of an application to the Orange County Transportation Authority (OCTA) for funding under the competitive M2 Regional Traffic Signal Synchronization Program (RTSSP).  There is no fiscal impact to the General Fund at this time. 
 
24.   Consolidated Fire Command Agreement - Approve the Consolidated Fire Command Agreement with the City of Fullerton.  The fiscal impact to the General Fund for the shared command staff has already been approved in the adopted budget and is projected to be $1,173,622, which includes an annual savings of approximately $768,466 when compared to the estimated annual cost for a Brea-only fire department.
