Mayor Parker called the Closed Session to order at 6:00 p.m., all members were present.

Mayor Parker called the Study Session to order at 6:34 p.m., all members were present.
             
5. Public Comment
None.
             
6. Clarify Regular Meeting Topics
Mayor Pro Tem Marick sought clarification on Item No. 20, Site Drive Engineering Traffic Survey.

City Manager Gallardo clarified that the speed limit would be reduced by 10 miles per hour.

7. Commission/Committee Member Recruitment Process and Timeline
City Clerk Harris-Neal presented the details of the staff report including open vacancies, recruitment and application process, timeline and interview process.  

Councilmember Simonoff inquired as to the start time for the meeting.  

City Manager Gallardo indicated the proposed date and time for the meeting.

8. Council Member Report
Mayor Parker noted that he and Councilmembers Hupp, Simonoff and Vargas have been appointed to various State committees.

Mayor Pro Tem Marick spoke about the recent Waste Commission meeting she attended.

Councilmember Vargas spoke about the history of Mayor appointments in the City of Brea and provided the Council with a handout.

Mayor Parker adjourned the Study Session at 6:44 p.m.

CALL TO ORDER/ ROLL CALL - COUNCIL
Mayor Parker called the General Session to order at 7:01 p.m., all members were present.
             
9. Pledge of Allegiance:
Girl Scout Troop 4126 led the Pledge of Allegiance.
             
10. Invocation:
Kirk Randolph, Southlands Church, delivered the Invocation.
             
11. Commendation: Fire Chief Wolfgang Knabe Retirement
Mayor Parker presented outgoing Fire Chief Wolfgang Knabe with a commendation recognizing his seven (7) years of service to the City of Brea. Mayor Parker also presented Chief Knabe with a Certificate of Recognition from Assemblyman Phillip Chen's office.

David Asbra, representative from the Office of Senator Ling Ling Chang, presented a Certificate of Recognition to outgoing Fire Chief Knabe.

Heidi Gallegos, CEO, Brea Chamber of Commerce, presented a Certificate of Recognition to outgoing Fire Chief Knabe.
             
12. Commendation: James L. Markman, City Attorney
Mayor Pro Tem Marick presented City Attorney James L. Markman with a commendation in recognition of his 41 years of service to the City of Brea. Mayor Pro Tem Marick also presented City Attorney Markman with a Certificate of Recognition from Assemblyman Phillip Chen's office.

David Asbra, representative from the Office of Senator Ling Ling Chang, presented a Certificate of Recognition to City Attorney Markman.

Heidi Gallegos, CEO, Brea Chamber of Commerce, presented a Certificate of Recognition to City Attorney Markman.
             
13. Report - Prior Study Session
City Manager Gallardo provided the Study Session report.
             
14. Community Announcements
Councilmember Simonoff announced that the Brea Police Department participated in its annual tradition of "Heroes & Helpers," formerly known as Shop with a Cop. Children were treated to breakfast and had the opportunity to go shopping at Target with members of the Brea Police Department. This year, Target provided a grant to help sponsor the event so children could go holiday shopping for themselves and their families.

Councilmember Hupp announced that the Brea Fire Department is still accepting donations for the annual Spark of Love Toy Drive, running until December 24 and anyone may drop off new toys, games, electronics, or sporting equipment to any Brea Fire Department location to support children and teens in need.

Mayor Pro Tem Marick reminded residents to renew their annual City of Brea overnight parking permits for 2019, noting that new permits must be displayed beginning January 1, 2019. Parking permits for 2019 are now available to purchase online and in person at City Hall. Visit CityofBrea.net for more info.

Councilmember Vargas noted that in observance of the upcoming Christmas and New Year’s holidays, the City of Brea administrative offices will be closed beginning on Monday, December 24 and will reopen on Wednesday, January 2, 2019. He also announced that trash collection and street sweeping services will be delayed by one day from the normal schedule beginning December 26 through the rest of the week; and Christmas tree pick-up will occur from December 26-January 7.
             
15. Matters from the Audience
Don Schweitzer spoke about Fanning Elementary School.

Raven Faavae spoke about the Heavenly Culture, World Peace, Restoration of Light (HWPL) non-profit organization.

Bev Perry thanked Chief Knabe and City Attorney Markman for their service to the City.

Dwight Manley thanked Chief Knabe, City Attorney Markman and the City Council for their service to the City. He also spoke about the selection of Mayor and Mayor Pro Tem.

Keith Fullington thanked Chief Knabe and the City Attorney. He also spoke about the selection process for Mayor and Mayor Pro Tem.

Debbie Lewis spoke about the selection of Mayor and Mayor Pro Tem.

Lynn Daucher spoke about the duties and qualifications of the Mayor.

Gary Brittain congratulated the incumbents on their re-election. He also spoke about Councilmember Vargas' qualifications to serve as Mayor Pro Tem.

NOVEMBER 6, 2018 GENERAL MUNICIPAL ELECTION RESULTS
             
17. Results and Certification of the November 6, 2018 General Municipal Election 
  Motion was made by Council Member Vargas, seconded by Council Member Hupp to adopt Resolution 2018-067 establishing the ballot count and declaring the results of the election.

City Clerk administered the Oaths of Office to newly elected Councilmembers Hupp, Parker and Vargas.
             
2. Presentation to Outgoing Mayor
Mayor Pro Tem Marick presented a commendation to outgoing Mayor Parker for his service over the past year as Mayor. Mayor Pro Tem Marick also presented Mayor Parker with a Certificate of Recognition from Assemblyman Phillip Chen's office.

18. Election of Mayor/Chair and Introductions
Mayor Parker declared the office of Mayor open for nominations.

Councilmember Vargas made a motion to nominate Mayor Pro Tem Marick for Mayor. Councilmember Simonoff seconded the motion, and the motion passed by the following roll call vote:

AYES: Mayor Marick, Mayor Pro Tem Simonoff, Council Member Hupp, Council Member Parker, Council Member Vargas

Mayor Marick thanked the Council.
             
19. Election of Mayor Pro Tem/Vice Chair, Reseating and Introductions
Mayor Marick declared the office of Mayor Pro Tem open for nominations.

Councilmember Parker made a motion to nominate Councilmember Simonoff for the office of Mayor Pro Tem. Councilmember Hupp seconded the motion, and the motion passed by the following roll call vote:

20. Site Drive Engineering and Traffic Survey
Deputy Director of Public Works/City Engineer Ho presented the details of the report including the procedure for establishing speed limits, complaints received regarding speed in the area, engineering and traffic survey results, and staff recommendation.  

Councilmember Hupp requested the street pavement be painted with the speed limit. 

Motion was made by Council Member Hupp, seconded by Council Member Vargas, to adopt Resolution 2018-068 and Introduce Ordinance 1207 for First Reading by Title Only and Waive Further Reading of the Ordinance Adjusting the Speed Limit on Site Drive From 40 mph to 30 mph.

CONSENT CALENDAR - The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

CITY COUNCIL - CONSENT
             
21. December 4, 2018 City Council Regular Meeting Minutes
The City Council approved the December 4, 2018 City Council Regular Meeting Minutes.  
             
22. Consideration of Lease Agreement for Administrative Offices of Ambassador Church at the Civic & Cultural Center
The City Council approved the Five-Year Lease Agreement Between the City of Brea and Ambassador Church with the rental amount increasing on an annual basis.
             
23. Professional Services Agreement with Juan M. Diaz (JMD)
The City Council approved an agreement with Juan M. Diaz (JMD) in the amount not-to-exceed $150,000 for engineering services including civil engineering design and plan checking of design plans for capital improvement and development related projects and authorized the City Manager to approve extensions.
             
24. Approval of Memorandum of Understanding Between the City of Brea and the Brea Management Association (BMA) 
The City Council adopted Resolution No. 2018-069 approving the Memorandum Of Understanding (MOU) with the Brea Management Association (BMA). 
             
25. December 14, 2018 City Check Register 
The City Council received and filed the report. 

Motion was made by Mayor Pro Tem Simonoff, seconded by Council Member Hupp, to approve the City Council Consent Calendar Items 21 - 25.

BREA ARTS CORPORATION - CONSENT
             
26. Brea Arts Corporation Annual Report for Fiscal Year 2017-18
The City Council received and filed the report. 

Motion was made by Council Member Parker, seconded by Mayor Pro Tem Simonoff, to approve Brea Arts Corporation Consent Calendar Item No. 26.

Mayor Marick adjourned the meeting at 8:11 p.m., in memory of Tatiana Marie-Eva Cecilie Lee, mother of Councilmember Hupp.
