Approval of Planning Commission Meeting Minutes of October 27, 2020.
Motion was made by
Commissioner Schlotterbeck,
seconded by
Commissioner Barnes-Ramos to approve the October 27, 2020 Planning Commission Minutes.

PUBLIC HEARINGS
6.
Conditional Use Permit No. 20-15, A request to Establish a Recreational Vehicle and Boat Storage Facility at 285 North Berry Street, in the C-M (Commercial Industrial) Zone.
Planning Technician, Cecilia Madrigal-Gonzalez gave a presentation of the project.
The Commission asked questions related to:
Fencing (location, height, materials)
Lighting (electric vs. solar)
Screening/Landscaping/Maintenance
Shared driveway
Left hand vs. right hand turn
Vehicle length restriction
Repairs onsite
Ingress/Egress
Limited Term Conditional Use Permit
Code Enforcement/Corrective Measures
Typical Conditonal Use process
Chair McGrade opened the Public Hearing and invited the Applicant to speak.
Marie Camire, the applicant's wife, answered questions from the Commission.
Hearing no further testimony, Chair McGrade closed the Public Hearing.
After discussion, the Commission added additional conditions of approval related to landscaping and maintenance of the site.

Vice Chair Brattain,
seconded by
Commissioner Phu to approve Conditional Use Permit 20-15 as amended.

Amendment to Precise Development No. PD 17-03 And Conditional Use Permit No. CUP 18-06 – A Request to Modify an Approved Site Plan and Architectural Elevations, to Allow Valet Parking and an Increase in Compact Parking Stalls, and CUP 20-16, A Request to Sell Alcoholic Beverages at a Restaurant within a Commercial Center Located at 311-391 South State College and 1130-1160 West Imperial Highway in the C-G (PD) General Commercial (Precise Development) Zone.
Contract Planner Jennifer Steen provided a presentation.
Commission asked questions related to:
Setbacks
New use for existing Pad
Marked parking stalls
Electric Vehicle charging stalls
Encroachment with Cal Trans
Queuing overflow
Chair McGrade opened the Public Hearing and invited the Applicant to speak.
Donn Lamm, a representative for the Applicant, Patrick Chen, addressed the Commission's questions.
Brian Prieto, Brea Resident, expressed concerns about queuing and traffic.

seconded by
Vice Chair Brattain to approve PD 17-03 CUP 20-16.
