Maintenance Agreement for Cured-in-Place Pipe (CIPP) Sewer Mainline Relining
RECOMMENDATION
  1. Award contract to Sancon Engineering, Inc. for relining sewer mainline pipe with Cured-in-Place-Pipe (CIPP) at identified locations within the City of Brea for a period of one year, with the opportunity to renew the contract for four additional years, and
  2. Authorize City Manager to approve contract renewals
BACKGROUND/DISCUSSION
On October 24, 2017, four contractors responded to the Request for Proposal (RFP).  Staff reviewed the submitted proposals to determine their capabilities of furnishing the employees and equipment necessary to perform the work at a competitive price, and meet the City of Brea’s requirements for high quality work and responsiveness to production goals.  After review of the proposals and pricing, staff ranked the proposals as follows:
 
  1. Sancon Engineering, Inc.
  2. Nu Line Technologies LLC.
  3. Southwest Pipeline & Trenchless Corp.
  4. Insituform Technologies, LLC.

Staff found that Sancon Engineering, Inc. pricing is the most cost effective for the scope outlined in the RFP.  There is over 4.9 percent savings over the second lowest bidder, Nu Line Technologies, for the placement of cured-in-place pipe services.  For these reasons, staff recommends awarding the annual sewer mainline pipe relining with cured-in-place-pipe (CIPP) contract to Sancon Engineering, Inc.
FISCAL IMPACT/SUMMARY
Staff posted RFP’s for a CIPP contractor to CIPlist.com website.  Four contractors responded.  Based on proposal reviews and price comparisons, staff recommends awarding the contract to Sancon Engineering, Inc.  This is to be a one-year contract with renewal for up to four additional one-year periods.  This recommendation is based on the ability of Sancon Engineering, Inc. to meet all of Public Works' requirements including pricing, responsiveness, above-average customer service, as well as overall stability of the company.  Public Works has considered performing this work, but does not have the expertise, equipment, or manpower, to do this type of work without hiring additional personnel and purchasing additional equipment, making contract services a more economical choice. 

Public Works budgets $300,000 per year in CIP accounts (Fund 510) for this work.  There is no cost to the General Fund and no additional appropriation is needed.
