Procedures for Addressing the Council
The Council encourages interested people to address this legislative body by making a brief presentation on a public hearing item when the Mayor calls the item or address other items under Matters from the Audience. State Law prohibits the City Council from responding to or acting upon matters not listed on this agenda.

18.   Regulations Governing Sidewalk Vending by Requiring Compliance with the Sidewalk Vending Policy, Consistent with the Safe Sidewalk Vending Act (SB 946) - Second Reading - Second Reading and adoption of Ordinance No. 1210, amending Title 5 of the Brea City Code and adopting regulations for sidewalk vendors.  
 
CONSENT CALENDAR - The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

CITY COUNCIL - CONSENT
 
19.   September 17, 2019 City Council Regular Meeting Minutes - Approve. 
 
20.   Public Improvements for Tract No. 17945 - La Floresta Development Planning Area 12B Located on the West Side of Kraemer Boulevard at Orbiter Street/Portarosa Lane -  Accept public improvements; authorize City Clerk to release Improvement Bonds; and accept one-year Warranty Bond. There is no fiscal impact to the General Fund.
 
21.   Birch Hills Golf Course Ownership Transfer Documents - Approve the following documents related to the transfer of ownership of the Birch Hills Golf Course to the City and authorize the Mayor to execute such documents, certificates of acceptance, and any ancillary items necessary to close escrow: Settlement, Property Transfer, and Release Agreement - with Birch/Kraemer LLC (Birch); Consolidation Area Easement Agreement - with Birch; “As Is” and Indemnity Agreement - with Birch; Guaranty - with Union Oil Company of California (Union Oil); and Grant Deeds - with Birch and Union Oil. Revenues received from the Golf Course ownership are deposited into the General Fund. 
 
22.   2019 Public Health Goals Report On Water Quality - Accept and approve the 2019 Public Health Goals Report on Water Quality. There is no fiscal impact to the General Fund.
 
23.   Consideration and Adoption of Resolution Approving Submittal of Grant Application and Receipt of SB 2 Planning Grants Program Funds From the State of California Department of Housing and Community Development - Adopt  Resolution No. 2019-058 approving the submittal and receipt of a grant application for $160,000 in funding under the SB 2 Planning Grants Program (PGP) Funds; authorize the City Manager to execute the Standard Agreement and all required documents with the State of California Department of Housing and Community Development (HCD); authorize the City Manager to execute subsequent Professional Services Agreements with consultant(s) to carry out the programs approved from this grant in an aggregate amount not-to-exceed $160,000; and amend the Community Development Department’s revenue and expenditure budget for Fiscal Year 2019-2020 by the amount awarded in the next quarterly budget adjustments. This funding will provide for consideration of Zoning Code Amendment(s), as well as Guideline and Policy drafting and adoption, to update outdated standards, streamline processes and permitting, and provide for more efficient production of housing projects in Brea.
