Street Sweeping Enforcement

RECOMMENDATION

Receive report and provide direction.

BACKGROUND/DISCUSSION

The City of Brea has been sweeping City streets for over 50 years. The streets are currently swept once per week by in-house staff and the City has parking control officers that follow the sweepers to enforce parking restrictions during street sweeping days. Between 2016 and 2018, City Council considered the possibility of contracting out the street sweeping services and expressed some concerns regarding the street sweeping enforcement program. On December 4, 2018, City Council directed staff to retain the street sweeping services in-house for a period of one year and reduce the sweeping frequency from sweeping every week to sweeping twice per month. City Council also decided to defer the discussion regarding street sweeping enforcement to this meeting.

For reference, please find attached copy of a community opinion survey conducted in 2011 that specifically addressed street sweeping parking restrictions. Also attached is a copy of the Street Sweeping Parking Exemption Permit Application.

FISCAL IMPACT/SUMMARY

Prior City Council action to reduce street sweeping frequency is expected to reduce street sweeping enforcement revenue over expenditures by a net of approximately $37,000. Any additional fiscal impact is dependent on any further City Council direction.
