Sewer License and Maintenance Agreement with Orange County Sanitation District for Dosing Station Location at 835 South Brea Boulevard.
RECOMMENDATION
Approve Sewer License and Maintenance Agreement with Orange County Sanitation District.
BACKGROUND/DISCUSSION
The Orange County Sanitation District (OCSD) owns and maintains a sewer line in Brea Boulevard in the City of Brea and continues into Fullerton, Anaheim, Garden Grove and terminates at the Fountain Valley treatment plant.  This sewer line is called the Euclid Sewer Trunk.
 
Over the years, OCSD has received odor complaints along the Euclid sewer line.  In order to effectively reduce the level of odors and odor complaints in Brea, OCSD proposes a dosing station to chemically treat the sewer effluent.  This station will allow non-hazardous alkaline chemicals to be released via tube.  This tube will start from the private property sewer lateral, through the City’s sewer main and enter into the OCSD Euclid Sewer Trunk.
 
OCSD has selected the property at 835 South Brea Boulevard to house the station and tank.  The property at 835 South Brea Boulevard is zoned Mixed-Use (MU-III) and has multiple structures.  One structure is currently used as a physical therapy office and the other is a vacant building.  OCSD has worked out a lease with the property owner to house the dosing station and tank in the vacant building.
 
A Sewer License and Maintenance Agreement between the City and OCSD is needed to document and allow OCSD to access, install and maintain the slip-line within the City sewer main.  Refer to Exhibit 'A' for the location of the property and the affected City sewer main. 

In accordance with the California Environmental Quality Act (CEQA), OCSD prepared an Environmental Impact Report (EIR) for installing dosing stations throughout the County and was certified in November 2002.  Recently, OCSD prepared an addendum to the 2002 EIR to address the additional location at 835 South Brea Boulevard.
 
 
FISCAL IMPACT/SUMMARY
The proposed chemical dosing station at 835 S. Brea Boulevard by OCSD will provide a regional benefit by improving the odor control of the sewer trunk system.  In order to discharge the non-hazardous chemicals into the OCSD sewer trunk, a slip line will need to be installed through the City-owned sewer main.  Hence, a Sewer License and Maintenance Agreement with OCSD is needed to document and allow OCSD to access, install and maintain the slip line in the City sewer main.  This agreement has been reviewed and approved as to form by the City Attorney's office.  Furthermore, this agreement is being recommended for County Board of Directors' approval during their regularly scheduled meeting on January 23, 2019. 

Staff is recommending the approval of Sewer License and Maintenance Agreement with OCSD and there is no fiscal impact from this approval.
