ADMINISTRATIVE ITEMS - This agenda category is for City Council consideration of a wide variety of topics related to the City's operations. Public comments regarding items in this section should be presented during "Matters from the Audience."

Site Drive Engineering and Traffic Survey Adopt Ordinance 1207 - Second Reading by title only and waive further reading of the Ordinance adjusting the speed limit on Site Drive from 40 mph to 30 mph. Speed limit and advisory curve signs will cost approximately $500. Sufficient funds are available in the Public Works Department budget.

Consideration to initiate the review process for an amendment to change the boundaries of the Zoning Map from Industrial Commercial (CM) to Planned Community (PC) for property located at the southeast corner of Mercury Lane and Berry Street. Applicant: Manley-Fanticola, LLC. - Provide direction to staff related to any additional Master Plan Elements deemed necessary for evaluation of the project; provide any early input and direction to staff on any areas of analysis or information necessary to fully understand and evaluate the request; and provide any early direction to staff on community benefits and needs.

Urgency Ordinance for the Permitting Process for Small Cell Site Facilities - Adopt Urgency Ordinance No. 1208 to provide an immediate permitting process, and design and location requirements, for “small wireless facilities”, as defined, proposed to be installed in public rights-of-way, as made necessary by the F.C.C.’s adoption of its Declaratory Ruling and Third Report and Order which will take effect on January 14, 2019. This ordinance requires a four-fifths vote for adoption whereupon it will take effect immediately.

Street Sweeping Enforcement - Receive report and provide direction.

CONSENT CALENDAR - The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

Sewer License and Maintenance Agreement with Orange County Sanitation District for Dosing Station Location at 835 S. Brea Boulevard - Approve Sewer License and Maintenance Agreement wth Orange County Sanitation District. There is no fiscal impact to the General Fund.

Annual Maintenance Assessment in Landscape and Lighting Maintenance Districts 1 Through 7 - Adopt Resolutions No. 2019-001 through 2019-007 authorizing the Director of Public Works to prepare and file reports relating to annual maintenance assessments in Landscape and Lighting Maintenance Districts 1 through 7. There is no fiscal impact to the General Fund.

Accept Final Parcel Map No. 2017-158 for Commercial Condominium Purposes for 1800 E. Lambert Road - Accept Final Parcel Map No. 2017-158. There is no fiscal impact to the General Fund.

Change Order to the Purchase Order with Ledgent Finance & Accounting for Additional Temporary Staffing Services - Authorize the Purchasing Agent to issue a change order to the purchase order #218259 with Ledgent Finance & Accounting increasing the amount from $49,999.51 to $100,000.00. There are sufficient salary savings from the vacant position to cover the costs associated with this temporary staffing arrangement. Therefore, there is no fiscal impact. The salary savings have been transferred to the Administrative Services Department’s Professional Services accounts to cover the cost of this temporary staffing.

31.

Purchase of the Telephone and Voicemail System - Approve the agreement with IntelesysOne to furnish and install a Mitel telephone and voicemail system in an amount of $313,005.36; and authorize the Purchasing Agent to execute renewal of support services agreements for the life of the telephone and voicemail system. The replacement of this equipment will be funded by the Fixed Asset Replacement Program (FARP) (Fund 182) as part of the FY2018-19 budget. There will be no additional impact to the General Fund.
